The Family Educational Rights and Privacy Act (FERPA) is a federal statute which precludes colleges and universities from disclosing a student's records or personally identifiable information other than "directory information" without the student's consent.
Directory information is defined as "Information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed." Director information may include the following: student's name, address, telephone listing, date and place of birth, major field of study, participation in officially recognized activities and sports, honors and awards, etc.
Each institution decides for itself what it considers to be director information. If the definition includes "honors and awards," then the institution can provide to Phi Kappa Phi the names and addresses of students eligible for membership.
