John C. O’Quinn is a partner in the Washington, D.C. office of Kirkland and Ellis LLP. From 2006 to 2009, O'Quinn served in the United States Department of Justice. As Deputy Associate Attorney General, he was responsible for helping to oversee much of the government's civil litigation and reviewing proposed settlements of multi-million dollar civil cases brought by or against the government.

O’Quinn currently serves as vice president at large on the Phi Kappa Phi national board. He was inducted into the Society at North Carolina State University in 1994, and in 1996, he was named a Phi Kappa Phi Fellow.

O’Quinn graduated from NCSU with degrees in chemical engineering and multidisciplinary studies. He subsequently earned master’s degrees from Oxford University, where he was a Fulbright Scholar, and Massachusetts Institute of Technology, where he was a National Science Foundation Fellow. He graduated first in his class from Harvard Law School in 2001.
